On listening to information presented by Yu. Fedorenko, President of the Board of the Civic Organisation Legal Protection Centre, The Committee highlighted the topicality and urgency of the formation of a legislative framework for the clear and transparent regulation of relations between construction investors and developers/builders, the definition of the qualifying requirements for institutions attracting funds towards construction and functioning as a customer and direct performer of jobs.
The People's Deputies emphasized that the Cabinet of Ministers and the Kyiv City State Administration should show greater responsible in fulfilling the commissions listed in the Edict of The President of Ukraine No.185/2006, 'On Measures to improve State Regulation in the Area of Housing Construction, and Stabilisation of the Situation in the Primary Housing Market', issued on 3 March 2006.
The Committee feels that The Cabinet of Ministers, in possession of all required governance and control levers, must set up a Task Force to settle the situation with the construction investment frauds in the Ukrainian real estate primary market, including that involving The Elita-Centre Company Group.
To this end, the Committee can delegate its members to this Task Group.
The People's Deputies considered that the setting up of an Ad Hoc Task Force within their Committee, to deal with this matter, would be ineffectual.
